The Citadel is located west of Rivet City, past the Jefferson Memorial across the river, and slightly NE of Arlington Library. You should be able to pick up a Brotherhood radio signal as you near the building. The entrace is on the NE corner of the building and guarded by three Brotherhood of Steel sentries.
