According to the Bethesda page, this is what the update does:
Update 1.4 Notes (PC and Xbox 360)
New Features(新特徵???????)
New achievements for The Pitt(新加入的成就??)
Support for multiple downloadable content(應該是X 360版用的)
The German mirror is also for the Austrian update as well, as they use the same url
